urllib2.HTTPError: HTTP Error 403: Forbidden

problem

I try to use python to automatically download historical stock data. When opened the URL responds with a CSV file, but I can't open it with urllib2. I've tried changing the user agent as explained in the previous questions, and I've even tried accepting the response cookie, without success.
